Why the enrollment record starts before the scan

An animal identity workflow becomes fragile when the first thing it does is wait for a network response. The field operator is moving, the evidence is being captured, and the decision still needs an owner.

VEQO starts with an enrollment draft owned by an organization, location, device, and operator. Evidence is recorded with its checksum and metadata. The command is persisted before the app shows the work as captured.

When connectivity returns, the operation replays safely. The server returns one canonical enrollment and one audit trail, even if the operator tapped submit twice or the app restarted in between.

Why this boundary matters

The draft is not the identity decision. It is the accountable starting point. Quality evaluation and human review can then happen without losing who captured the evidence, where, or when.
